I couldn't tell you the actual compression, but i'm guessing it's for Sonic 3D (possibly for the intro sequence).

Hmmm..... Sounds like Sonic Compilation, and possibly something to do with the fact that there are 3 games in it.

Hmm... the compression for the floor tiles in S3D?? (Yeah, I gave it a cursory glance in TLP. It's practically the only compressed art in the game (unless I somehow skipped over it from going TOO quickly).)
